Small base die set VS. F L die set

I am pretty new to reloading. I started loading for my .44 Blackhawk, but want to get started on my rifle ammo. I want to make sure that I buy the most user friendly equipment until I get comfortable and more knowledgable. I noticed at a local dealer the other day a small base die set. I have a F L set for my 270. This dealer only had a small base set in 243, and really did not answer my question very well. Which one is easier to use or are they pretty similar? RCBS is the maker of the die I was looking at.

Small-base dies resize cases slightly smaller at the base. They are used for loading ammo used in autoloaders and occasionally lever actions. The purpose is to aid in feeding due to the lower camming force in those types of rifles. If you have a bolt action rifle, you don't need small-base dies.
