I have a glock 23 with novak sights. The gun shoots high. Do I need to file down the front sight to get the point of impact to hit the target where I want? If I do,what kind of file do I use? Thanks.

Before you start filing, what bullet weight are you using? Ligher bullets will shoot lower. Also contact Novak and see if they have different front or rear heights.

If the gun really does shoot high, you need to raise the front sight, think about it. I doubt the file is going to solve the problem.
