adjustable rings?

I just bought a new to me used model seven remington, it came with rings, no scope.
My question, the rear ring has a large screw on each side down by the block where it mounts to the reciever and there are no large screws on the front ring. Are these adjustable rings for windage?

They are used for centering the ring in the receiver and align with the front ring. I use a scope alignment rod to get it as close to perfectly align as I can. You can get by using a 1" wooden dowl rod as well.
