Senate Bill 337 was signed into law a few months ago. It requires that FFL's now be licensed on the state level (advocates claimed there was no federal oversight), the conditions of which will be enforced by state police. Essentially, it leaves the door open for more stringent requirements in the future, and it gives the police the power to shut a dealer down rather than the ATF.
Among the current requirements are state-level record-keeping, certain types of video surveillance, and electronic records, all of which can be reviewed at any time by the police. There are also penalties for private sellers who fail to maintain certain records.

Looks like the new law cut the number of FFLs more than in half here in Illinois. 21 brick and mortar stores selling firearms have already closed, no longer selling firearms, or left the state.

JERRYS, the plan is not to stop criminals from acquiring firearms. Since the vast majority are law abiding this legislation is aimed at them, the majority.
