Shipping cast bullets (just the cast projectile) to Canada

Looking a Canadian regs it appears straightforward.
Looking at the tangle of US ITAR, CCL and EAR99 classification write-ups, however, makes my head hurt.

Anyone actually done it cleanly, and/or have a good citation wherein plain English it used?

The only issue i can see is hazmat due to the lead Itself. My understanding was itar generally related to technologies, cast lead is well past advanced technologies. But im no expert.
