sightmark scope

I just got a 243 with a 10x40x56 sightmark scope on it, I know the origin of the rifle and scope so I took it out for a test firing today. At the bench at 100 yds it was shooting about 3" low so I adjusted the elevation turret up (after figuring out how to unlock it) 24 clicks, it being 1/8" at 100. problem is POI did not change, shot a terrific tight 15 shot group after trying 3 times to change elevation with no change to POI..What could I possibly be doing wrong?

Clicks could be maxed out. Or it could be stuck. Scope has 60moa of adjustment, so 30 up, 30 down from center.
