Permit to purchace firearms in MN is REPEALED

Is it common among states to require a purchasing permit or carry permit to buy a so called assault style weapon?
The reason I ask is here in MN it is a state law and the MN BCA provides a list of what is covered under this law.
However this requirement has very recently been repealed and becomes effective August 1, 2011

No permits required here in Tennessee. They sell AK's and AR's over the counter, same day service, with only the standard NICS background check. Not even a waiting period for handguns. Non-NFA items, of course.

You know, I've never even heard of a permit required to purchase assault style rifles prior to this post.

Kentucky doesn't require any type of permit to purchase handguns or long guns.

Arkansas has neither a legally-mandated waiting period, nor any sort of permit to purchase. I've always found the concept to be a little baffling, myself. My consternation is neither here nor there, however.

This Permit to purchase goes way back for handguns and with a carry permit one always also had a purchasing permit here in Minnesota. I was never aware of the need to also have the permit to purchase a firearm listed by he MN BCA as an assault style weapon. And here I though we were far removed from Kali!
The black list that is going away.
Minnesota also has a Constitutional Carry bill in the works.

I hate to be a party-pooper, but as far as I can tell, the bill in question hasn't passed yet, and has a long way to go. According to this status report at the MN Leg. website, it's in committee in the House... there isn't even a companion bill in the Senate yet. (This is the same bill, although it's not obvious from the short description -- the "House Research Summary" link takes you to the same page as the link in the OP.)

So we need to be in touch with our state reps about it...

But it sure would be nice if it did pass.

I use those house summary bills for a clear-er explanation of the carry law.
Thank you for calling me on it and I too hope it goes through.
Its been a while since I paged through all the bill's.
i wish we could flag them like an e-bay item so we could follow them more closely.

You need a Firearms ID card in NJ in order to purchase long rifles, shotguns, etc. Anything classified as a pistol requires an additional pistol permit that in many towns takes MONTHS to get and expires after only 3 months. Hopefully that fancy custom pistol takes less than 3 months to arrive, or it could be waiting in the back room of your FFL until you get new ones! ZZZ

In general, I think 'permits' to purchace are fairly uncommon. I can add NC to the list of states that require a purchace permit for a handgun (of crossbow- go figure!). In NC, its a leftover Jim Crow law that nobody's bothered to change, although I believe a bill to repeal is in the works.

The bill expands our rights in many ways. Here's an overview.

Adds Stand Your Ground
HR1467, authored by long-time gun rights advocate Representative Tony Cornish (R - Good Thunder), brings �Stand Your Ground� protections to Minnesota, removing the requirement that an intended victim of violent crime must retreat from a place where he has a right to be before using deadly force in self defense.

Enhances Castle Doctrine
The bill also strengthens Minnesota's �Castle Doctrine�, clarifying when and under what circumstances an individual may use deadly force to protect themselves and their homes and vehicles. In addition, it creates a presumption that, when faced with an apparent home invasion or kidnapping attempt, a person may use deadly force in self defense.

Prevents Gun Seizures During a State of Emergency
Taking a lesson from the problems in New Orleans after Hurricane Katrina, the bill also bans government agencies from seizing guns or ammo, revoking permits to purchase or carry, or closing gun shops, during a civil emergency or for any other reason. It also prohibits law enforcement officers from seizing a persons gun, unless for the person is arrested, or the gun is evidence of a crime.

Extends Purchase Permits to Five Years
The bill also extends the validity of handgun purchase permits from one to five years, adds an annual background check for people holding those five-year permits. It requires the Minnesota Department of Human Services and state courts to make their background check records available electronically to authorized agencies, including the National Instant Background Check system (NICS) -- a process that was supposed to have been in place 16 years ago! This should reduce purchasing delays as well as ensuring that state and federal checks produce the same results.

The bill also borrows a page from the Permit to Carry law, providing a more robust appeal process for denied purchase permits, and requiring that police chiefs and sheriffs whose purchase permit denials are overturned must pay the applicants legal costs.

Adds Universal Carry Permit Reciprocity
Of particular interest to carry permit holders, the final article of the bill updates our carry permit reciprocity standards, allowing people holding carry permits from any other state to carry in Minnesota (under Minnesota law, of course). This should result in a large increase in the number of states where Minnesota permit holders can carry, since many states allow other states permit holders to carry on a reciprocal basis.

GOCRA is proud to have worked with Representative Cornish in the creation and polishing of this bill. Joined by the NRA, we shared our advice and experience, lending a historical perspective and suggesting beneficial statutory language. This bill is an excellent example of cooperation between legislators, local activists, and our national partners to support and extend our civil rights.
