The scary part is the news media is finding foam earplugs on the ground and THINKING (reporting???) they are rubber bullets.

Depending upon the circumstances, I'm sure they can be lethal.
Even cigarette butts will kill you, if fired at close range... Man Shot Dead With Cigarette Butts

Good thing those plugs weren't connected with a plastic wire, chain shot is really lethal.
