Even tho this is closed I'm going to chime in and hopefully dampen any conspiracy theories and paranoia.
A little web searching shows this is part of a larger orderfor NOAA. Sources also say that targets are part of this. NOAA has policing and law enforcement duties as part of the National Maritime Fisheries Service and, due to that, has duty stations scatterrd around the country. I believe that the weather service also has a large forecasting station in Ellsworth, and as such they have armed security. I don't see anything nefarious here other than supplying officers already in service. And, 16,000 rounds? Not a lot really.
