ZM Weapons ???

I have 4 questions:

1. I am interested in purchasing an ultimate AR-15. Can anyone tell me if ZM Weapons uppers are worth the money?

2. Will the ZM Upper work on a standard Bushmaster lower?

3. Does purchasing a Pre-Ban upper require a special license?

4. What is the difference between a Pre and Post Ban lower (aside from select fire)
