The specific goal of the document is to have the US Sup Ct accept this case in which the issue is whether unregistered SBRs are protected by the 2d Am. The argument is that if lower courts aren't consistent on what an arm under the constitution is there won't be a coherent body of law protecting their possession. It contains a survey or review of the reasoning of a lot of recent caselaw and the varying standards employed by them, covering a large area in not too many pages.
