Leupold's Custom Shop did them, but it has been closed since COVID due to them keeping all their people working the production lines in an attempt to meet the high post-COVID demand. Their site says they keep reevaluating the situation and will open it as soon as that's reasonable for them to do. So, one option is to wait for that event. The other is used gear on eBay and Gunbroker and the like.

Where has all the blued scopes gone

I do miss the gloss scope finish. Been buying older used scopes to mount on my blued/walnut stocked guns.

Other than used?

I don't know that a guy can buy a new gloss finish scope today at all, unless it is a new old stock item.
Is any company making scopes with a gloss finish? If so apparently it's a well kept secret.
There are at least a couple specialist companies restoring the old scopes. It's a costly proposition however older scopes can be updated with modern lens coatings to improve their low light performance. Be sitting down when a cost for that is quoted however.
There is one such company in the Denver area, they are on Gunbroker, I don't recall the name. Google will help. Vintage riflescope should produce good hits for what you are seeking.

If gloss scopes can sell with profit, manufacturers will trip over each other to make them. Chances they can't.

How about spray painting a clear coat?
