Will a 22-250 bolt face work for a 7.62x39 without modifications? The 6.5 Grendel has the same parent case as the 7.62x39 and I have been contemplating what it would take to make a bolt action Grendel. If it is the same as a 22-250 I might be able to pick up an action on the cheap.

They do not use the same bolt face, the 22-250 uses a standard bolt face of .470" and the X39 cases use a .439" bolt face. You can find bolt action rifles in 7.62X39, such as the Remington 799, Charles Daly Mini Mauser, Interarms Mini Mauser, CZ 527, or Ruger Compact and have them rebarreled, or buy a Ruger Hawkeye Compact in 6.8 SPC.
