Just a real quick question, what is a good action to build a rimfire on? Only going to be used for hunting and has to be a bolt action.

Maybe a Ruger 77/22? Don't know if some 10/22 barrels will interchange with it or not. They do use the same magazines.

What level of building do you have in mind?
I don't know of any readily available bolt action to fit your own barrel and stock to except for some very expensive target actions.
I have seen second hand target rifles with the barrels shortened and/or tapered and put into sporter stocks.

JMO, Unless some very specialized shooting is planned, there are so many top-notch rimfire boltguns available, that it makes more sense to find one that appeals and customize it to one's druthers, rather than do a build (as one would with a CF)

There are barrels and parts available for Sako Finnfire actions if you can find one. The barrels that came on them were pretty good too.

Unless you want a single-shot, I'd recommend a rifle with a tube feed. Most removable magazines don't feed shorts well.

Marlin makes pretty good tube feed bolt-action rifles. Others include the Remington 572 pump, Rossi pump.

I wonder why you feel the need for a rifle to shoot only shorts. Shorts don't shoot as accurately as long rifles. Modern barrel steels will not bell the chamber if shorts are used in a .22LR chamber, until maybe after a couple of hundred thousand rounds.

I'd just buy a rifle that feeds shorts; even the Marlin 39A lever rifle, and don't worry about it.

I wouldn't limit yourself to shorts only in terms of building it to suit. The Agulia Super Colibri (http://www.cabelas.com/cabelas/en/templates/links/link.jsp;jsessionid=UIKTBTK1LO1MVLAQBBJSCNNMCAEFIIWE?id=0029401214245a&type=product&cmCat=froogle&cm_ven=data_feed&cm_cat=froogle&cm_pla=1200103&cm_ite=0029401214245a&_requestid=66242) function great in my Savage MKII 22LR heavy barrel bolt action and put down varmints pretty quietly. The savage w/ accutrigger is a great "out of the box" rifle that will shoot pretty accurately. The sky is the limits in terms of prices, but economics of the Marlin/Remington/Savage options are hard to beat.
