Load him up in a blank

As mentioned above the easiest and safest way would be to load your friends ashes in blank rounds (no projectile). Just remove a spent primer and add a new primer, fill 1/2 to 2/3full with powder (I recommend black powder) then add ashes filling to near the top of the brass case. Then just a dap of caulk to seal it off. Once the caulk is dry you can load and fire them in any revolver or bolt action rifle of the proper caliber. Using this method will get the desired boom and no worries about too much pressure when trying to launch a projectile down range. I think such a salute would be a fine tribute to your friend.
