Why do I have what appear to be administrator functions (Close Topic/Archive, etc) at the bottom of a topic screen? I haven't attempted to use them, but am wondering if they should be there for non-admin users.

Welcome to TFL. The answer is because it would be too verbose to code all sceens to be customized to user permissions and because it's easier for Staff to enter staff only functions thru the "front door".
