Win. says front and rear 35 in lbs or less , center screw 25 in lbs or less. How do you know when you are at proper tension without a torque wrench? Any other suggestions for tightening the screws?

Tighten the front and rear screws as tight as you can get them by hand with a proper fitting screw driver. It is even alright to use two hands on the driver. Too much pressure on the middle screw will cause accurcy problems. Just snug up the middle screw. Turn it slowly with one hand and when it stops turning quit! That should solve your problems.
