Winchester 94

Was out cleaning my Winchester Model 1894 (Saddle Ring) 30-30, Serial # 839***. Found two numbers stamped into the stock just behind the cocking lever. The numbers run one on top of the other, they are a 3 and a 1.
Anybody have an idea as to what these numbers mean ?

Perhaps the inventory I.D.# of an Agency (Law Enforcement - early - etc.) I have an early "Prison Guard Gun" that has an I.D. on the stock - though in a different place (side ).
