Marlin 99 jamming

i just wondered why my 22 keeps not ejecting my spent cases.I just cleaned it completely (took it apart cleaned it with hot water and hoppe's then blew dry it dry then olied with hoppes elite) and sometimes it still jams with 40 grain ammo why? what can I do? I think the bolt is not working smoothly enough so the bolt isn't going back far enough to extract the case help.
