question on cutts compensator

Is the cutts compensator tube without the mod choke tip screwed on a cylinder bore choke?
I recently inherited a winchester model 12 16 ga, and i want to go quail hunting with it. The gun has a cutts compensator tube on it with a modified choke screwed on the tip, I dont have the other chokes just the mod. I have been told the mod choke will just turn quail into feathers if close enough, so is the cutts comp tube open choke without the choke tip and can it even be fired without the screw on choke tip? And will the mod choke blow the quail away if within 20 or 30 feet?
