NM Blackhawk rear sights loosey goosey

My NM Blackhawk's rear sights have a small amount of play in them and I'm contemplating switching them out for Bowen Target Sights. Do the Bowens replace the entire rear sights, or, just the notched blade? Is there a way to better stabilize the Ruger sights?
