Doesn't the 7.62x54R headspace on the rim?

I guess I just thought that ALL rimmed cartridges headspaced on the rims. Looking at the Lee Reloading Manual tonight, I saw that they referenced a dimension to the midsection of the shoulder as the headspace dimension.

What gives?

Yes and no. As usual.

The rim on rimmed cases and the belt on belted cases is the nominal index point for headspace.

However, in both cases, one must insure the shoulder fits the chamber to avoid overstreaching the case. Setting back the shoulder will wear out the shoulder area quickly, if nothing else. Having the case fit loose can't help accuracy, either.
