As far as I can tell, kit can never legally be a pistol, simply because it left the factory as a rifle; the route you suggest may have worked if the receiver had never been assembled as a rifle, but that horse has long since left the barn. The only reasonable option I can see is to scrap the cut-off barrel (and QUICK), put the proper 16" on it, and work from there.

What he means is that the HK-94 in its current configuration is an illegal firearm and the only "legal" thing to do with it is to turn it in as contriband and have it destroyed. "Techincally" you cannot return an illegal firearm into a legal firearm.

In the real world, who would know it was ever in an illegal configuration if you replaced the barrel?
