NON-gun Lowers

I am looking for something like a "Blue gun" or "Red gun" AR-15 lower...

BUT...

Want to be able to install a real/actual AR-15 upper on this safe NON-gun lower...

Obviously NOT for shooting...

So, to clarify, do you need something that cannot fire, or is by legal definition not a firearm?

Not to be fired (with no internals, can't fire) and NOT a "firearm"...

This is probably your best bet. And then paint it the color of your choice to show it's an inert lower.

NOTHING NEEDS to FUNCTION except the ability to attach the upper and lower...

Out of curiosity what is your specific use / what’s the why of it?

An airsoft AR15 trainer might meet your needs?

Hmmm...
The ability to swap your upper, with your optics, light placed where you want it, whatever foregrip/handstop you like on a completely safe lower has some training usefulness. But its pretty limited.

In all the classes i teach where this type of non-firing gun is needed, we just take out the bolt carrier group and put some colored tape over the mag well. Problem solved.

That also allows the stock to remain consistent, as well as all the above.
