Could anyone recommend .....
A good gunsmith in the Midwest able to rebarrel or rebore a rifle to 338-06?

The U.S. Midwest is a big place.
What rifle? And what's it chambered in now? The latter is mostly about the mag well and receiver length. The .338-06 runs a bit longer than the .30-06. Oh and re-boring will cost a fortune. Re-barreling is better.
