It appears to be an early version of the depleted uranium rod penetrator ammo designed for the M1 Abrams.

It's actually 1970s technology. One of the first to field APFSDS rounds was the USSR, for their T-62 mounted 115mm gun.

"...their T-62 mounted 115mm gun..." Their penetrator bounced off Abrams' Cobham armour in the Gulf War.
APFSDS rounds predate the Abrams by eons. APDS ammo was developed before 1940 and was used in French 75's. The one in PA was defective. Sabot didn't come off. General Dynamics has developed a 25mm APFSDS-T round with a tungsten penetrator for use in the M242 gun.
