How about a nice Savage 340? Usually quite affordable and later ones will be D and Ted for a peep sight, so you could actually shoot a group.

And if you don't rule out the post-'64 Winchester model 70, which IMO, is still a better choice than a Rem-700, there are even more choices.

If you gotta have a new rifle, (but why?), The model 70 Alaskan can be had in 30-'06, but the barrel is longer than 22".
Personally, I think 24" barrels are about perfect for a bolt-action centerfire.
