You need a reloading manual. There is more in them than you can imagine. Try Hornady, Lyman, Sierra, or Nosler.

+1 on the reloading manual and cross reference with manufacturers published data.

For powder take a look at Varget http://www.hodgdon.com/extreme.html

What kind of .223 rifle are we talking about and what will it be used for?
Is it a semi auto? A bolt gun?

Will it be used for hunting small game? Target practice? Varmints?

What twist rate does the barrel have?

Bullet selection comes before powder selection.
Once you have determined which bullet you will be using you can narrow down which powders are suitable.

Use whatever powder you pick from the manual (preferably plural) you need to buy.

Start w/ Lyman #49 and also get the manual for the maker of the bullets you will be using.

Dshot, my .223 has a 22 inch barrel and 1:12 twist. I have tried 7 or 8 different types of powder, and settled on IMR3031. I have had very good luck with it using 40, 52 and 55 grain bullets.

+1 to Mike38

Short-barrelled 1:12 is a go-as-fast-as-you-can/as-quick-as-you-can gun.

Light[er] bullets/fast[er] powders
