Ak rifle to pistol?

I've got a JMAC customs carbine conversion on my Arsenal Ak....I'd like to throw a brace on it and chop the barrel down under 16 inches but I was told I couldn't do that if it's a rifle.....is SBR the only way or is there a way to register it as a pistol? .

If it starts as a rifle, it will always be a rifle.

If it starts as a handgun, it can go back and forth.
