Rifle powder question

i have just started reloading rifle rounds.i have reloaded pistol rounds since i was very young.My dad tought me.But i just recently started reloading rifle.I have reloaded 308 and 30/30 and 7mm rem mag so far.I have a pound of h4895 and on the label it has loads on there telling me what to use it for and how much powder.What im asking is that, is the powder charge listed on there the "do not exceed max load" or is it the minimum starting charge and if it is the Max load should i be useing magnum primers.I have a book here on this kind of powder and its listed the same.

Get a reloading manual, see what it says, start with the min. work your way up to you get the accuracy you want while watching for pressure signs.

You could always go to their internet web site to see what the charge ranges are..and you still need some manuals
