Does anyone know why these were banned (in California)? Is there a specific link to information regarding the legislation?

1999 SB23 - http://www.leginfo.ca.gov/cgi-bin/po...&author=perata has the whole bill history. That's the same bill that gave us the 'by feature' assault weapon law.
No, it doesn't make any sense.
