Not the same gun
About 3 years ago I bought a POF 308 on Gunbroker. As usual I sent an e-mail to my FFL with the link of the auction. When I went to pick up the rifle the stock was not the same as the one pictured in the auction. I pointed it out to my FFL, he checked the pictures and agreed. He immediately called the seller who promptly accepted responsibility to ship me a replacement with a return postage.
After it was all straightened out we did the paperwork. I did get a replacement as promised and had no further problems. It seems counter intuitive to do things as your FFL did it, but I wouldn't say it's wrong, just different and little confusing.
