When to trim cases?
Should cases be trimmed to length before or after neck sizing. Will sizing the neck stretch the necks.

You always trim after sizing. As to whether neck sizing stretches cases, it depends on how much of the neck you resize. But the standard answer is, "Yes", it does stretch them to a very small amount.

I like to trim them after the first resizing, then check them after each subsequent sizing and trim the batch again when they get .010 over. Even with neck sizing, the whole case will still stretch somewhat and you'll probably need to bump the shoulders back with a FL sizing die after a few loadings. You'll know when the bolt gets hard to close.
