recent shooting issues

Well, I started to pull out the rifles again and came up with a new problem that I can't figure out how to fix. I can hold the crosshairs on the target steady as a rock when I won't shoot, but when I'm ready to pull the trigger, the crosshairs keep going right to left. My hunting rifle is sighted at 1" high at 100 yards, and right and left alternate around 1 to 2 inches. It doesn't matter on caliber either. Same thing happens with a .17, and when I shoot at those rotating metal targets I can shoot steady. Is there an easy way to fix this because bear season starts in about a little more than a month from now.
