You could buy an 80% lower and have a friend with the appropriate tools cut everything but the magazine well out. I don't know much about 80% lowers but I know enough to know that's an option.

I have never been able to find an 80% lower that doesn't already have the magwell precut. I wish they had them w/o to modify for 9mm mags without buying a mag-block

but, yes, you could get the bmg lower, an just totally remove the gas block and tube, would be a little dirty, but nobody could claim you were using a semi. not saying you wont get hassled though

I think that by the time you go to all that trouble just to make it legal for PA hunting, you will find that every game officer and sheriff's deputy will be stopping you so often just because your gun appears to be illegal, that it will take much of the fun out of hunting with it, unless you are seeking that kind of attention.

Has no one here heard of the BR-15? (Or done a quick internet search? ... There's more than just the BR-15 out there.)

BR-15B Single Shot AR-15 lower receiver


....Or unmilled forgings (which are dirt cheap)? You can get a forging and have it milled without opening up the magwell....
One example: $22.50
Another: $24.99
Or you can call Brass Aluminum Forgings, directly, and get them for $13-15 apiece (depending upon the mood of Kim Weishan [General Manager]-- 248-542-9258).

Thanks for the link on the 0% lowers. I am going to order a couple of those to play with. I wish I could get it with the buffer tube threaded, but oh well

You can.
There are places that sell "20%", "30%", "40%", and "50%" lowers, that have varying amounts of machining done to them.
I can't remember any of the places that offer them, right now, but I know they're available.

I think the OP is looking at this all wrong by wanting a single shot lower. From what I read above he needs a manually operated upper. He needs something like the POF Revolt upper.

I do not think a pump will help him very much in complying with the hunting regulation he has to comply with.

The OP states the semi-auto function of the AR is what is illegal.
Does PA not allow the use of Remington 7600's for hunting?

I'm starting to think that the terminology has been confused between single shot and manually operated....

My thought on manually operated is that an AR could be configured to fit my understanding of manually operated...

Single shot to me means that you stick a bullet in, fire, remove cartridge, then insert another by hand...
