K&M 4 degree case mouth reamer
I have the old version of this tool: the K&M Neck Reamer. I used it back in the 90s for a piece, and moved a few times, and misplaced the tool. I found it again the other day, and looked it over. I think this tool bears promise. As the manufacturer said,

Not sure what your concerns are. The tool you show is similar to the VLD (Very Low Drag) tools you can buy to put a shallow taper on the inside of the case neck. They work. I use the K&M tool(s) to outside trim and inside ream at the same time but I've only used conventional deburring tools to create the champfer. That tool may steer you down a path to use only boat tail bullets, it may not have adequate angle for flat base bullets.
