Hunting in KS?

I have a daughter that recently started school in KS and wants to make a deer fall down.

Two questions.

1. Is there a hunter safety card requirement for a license in KS? If so what is the cut off year?

2. Anyone know a farmer/rancher/outfitter in Northeast KS?
