Cook County, IL FFL semi-auto rifle transfer

Can anyone tell me if an online retailer is prohibited from selling and transferring a semi-auto rifle, such as an AR-15, to a resident of Cook County,IL (not Chicago).

There's no law that prohibits it however some sellers will chose to not do business with cook county residents.

It's not illegal to sell to a Chicago resident either.

But good luck finding one that will do it.

It's also extremely difficult finding someone that will ship ammo to Chicago, some even cite an ordinance that has been repealed. Per Illinois law any resident of Illinois can order ammunition through the mail and firearms and ammunition are the sole jurisdiction of the state, the only exception is "assault weapon" bans (which cannot include handguns) passed prior to or shortly after the Firearms Concealed Carry Act.

I've been fighting this battle in vain, and written to several big retailers such as Midway with no response. I even cited the relevant law and statutes.
