Stuck Winchester 1400

Had a friend over for some skeetshooting on my property. Went well. He's got a Win 1400. We went inside to clean the guns. He removed the barrel, and cleaned the gun completely. When he went to put the barrel back on, it went almost all the way in, but lacks about 1/4 inch. Now the darn barrel is stuck in the receiver, and he can't move the action at all. As I have limited experience with semi's, I really didn't want to touch it. Any suggestion as to what might cause this? It looks like the breechbolt is stuck in the end of the barrel.
