Where to direct ?'s (Form 1)

I have a question relating to receiver marking when SBRing a gun. The receiver must be marked with Manufacturer's name, City and State. I am clear on this as well as the depth/height requirements of the markings.
What leads to the confusion is that I plan on doing the conversion myself and am at a loss as to what markings I would apply as it relates to the City.
Let me explain, My mailing address (home) is in Dayton, the closest city (for lack of a better term) is Kenefick, which shares a zip code with Dayton but has its own PD, yet if I call the cops, Liberty Co. SD is the responding agency.

This leads to 2 questions
  1. Which is it? Dayton, Kenefick, or Liberty Co.?
  2. Where would I direct this question to in the ATF for an answer "from the horses mouth"?

Use the city of your mailing address.
