ar upper and lower shipping laws

What is legal to ship to a person and to an ffl dealer? uppers and lowers?

In an AR15, it is the lower receiver that is considered a firearm. Other parts, not including a lower receiver, can be shipped as "parts." The lower receiver, whether assembled or stripped, can only be shipped to a FFL if crossing state lines.

I'm pretty sure an 80% lower can be shipped, but a completed one needs an FFL

Yep, just the lower (as in the stripped piece of forged aluminum) is the firearm and must be transferred in accordance to regular firearm laws. The rest including upper, barrel, and FCG are just parts. Nothing more than pieces of metal. Can ship them all straight to your door.

Only exception to the lower is an %80 or below lower. Basically if it has no FCG cavity or pin holes. It's technically also just a piece of metal that happens to be shaped sorta like an AR-15 lower and is not a firearm.
