Purchase of black powder in NYS

Black powder, Pyrodex, Triple 7, what every your fancy may be; apparently its a state law that you have to sign for it. At least thats what the man behind the counter told me today. I've been able to find nothing on here or the web that states such a law.

I know lots of folks like to say its a state law that you have to be 21 to buy ammo that can be used in a handgun, when its really not true..so is this a case similar to that?
