Bullet seating depth and reduced powder charges

Hi,
I am currently experimenting with a 7.62x25 conversion for Hi power. The hurdle to overcome being, to reduce overall cartridge length to (1.175 in) fit the magazine.

Now the only thing to do is to put in a bullet with a real short bullet or just deep seat the current 86 grain bullet to makeup OAL to fit Hi power magazine. Obviously I would have to reduce powder charge.

The down side to putting in a shorter( lighter) bullet is that powder charge has to be increased to ensure reliabilty, because I am working with a slide weight of a 9mm High Power.

The question is what are the negetives in your opinion?

Thanks,
Anand
