WA state SBR build soon to be legal?

Ok stumbled upon this looking up something else. Basically it's saying that in July 2016 you can apply for and build an SBR in Washington state. Does anyone know if this is true and can I turn a pistol into an SBR after going through the process?

Yes, but it's actually June.
A bill was passed back in March that allows us to finally follow federal law and Form 1 SBRs. In WA, laws go into effect 90 days after the adjournment of the legislative session (not 90 days after they're signed, as many people seem to think). Since the session adjourned on March 10th, that means Form 1s will be legal on June 9th. https://www.guntrustlawyer.com/2016/...ton-state.html
