It means that a staff member closed the thread so no more replies could be posted. Generally there is some indication of why provided in a closing post made by the staff member who locked the thread.

Adding a tiny bit to what my fellow moderators said - we assume you meant a locked thread. Individual posts cannot be locked within an open thread.
