resizing cast bullets before powder coating

I'm casting Lee 38-150 FRN bullets and they are sized at .358". With Alox, I'd just shake the bullets in a tube, let them dry and shoot them. But, with two coats of Harbor Freight powder paint, the diameter increases .001". My revolver slugs at .357 so .358 is what I need. I have a Lee .357 sizing die. When I resize to .357 and powder paint, I get .358". I plan to purchase a .358 sizing die.

Should I size down my cast bullets to .357, powder coat, and remove any imperfections with a .358 so I have .001" of powder coating on the bullet? Or should the bullet be powder coated to .359 and resized to .358?

I've always sized my .38 Spl./.357 Mag bullets to .359". I don't powder coat, at least noy yet. I'm thinking on it though.

I size after I powder coat. Don't have any issues. Powder coat is pretty tough. Save yourself the extra step, and only size once.
