Illinois Seller...Missouri Buyer. Does MO need a FOID.

Hey there,

I'm looking to pick up a Beretta Neos from an Illinois private seller. Does the purchaser, i.e. Me, require a FOID or anything else other than cash in order to close the transaction?

I appreciate the help and hope you had a Merry Christmas.

You can't get a FOID card because you are not a resident of IL. However, this transaction must go through an FFL because it is across state lines.
