Scope base question

I made an account just to ask this silly question. But because I'm not quite versed well mounts and rings and such, I had to ask. First off I would prefer to drill my own holes into a blank rail as compared to finding the correct spacing pre-drilled. However the only blank rails I found lacked the horizontal cuts. Are the horizontal cuts on picatinny/weaver rails actually needed for proper function of scope rings and such?

Yes. You need the slots. You can get by without them on a rimfire, with the right rings.
Unless you can't find the correct base anywhere, a base made for that specific model rifle is the way to go. There is almost always more to it than just the holes lining up.

I figured it would be so simple, still have to ask though. I'm looking for something for a sporterized Chilean Mauser, I have no idea where to look.

You should have no problem finding a scope base for a Mauser.....BUT are you going to want a cant and how many degrees.

The slots is what holds your scope in place. The clamp bolts tighten the clamps and the bolts jamb against the slot.

I really don't know if I need it canted or not. I'm on the fence about what I really want to do with the rifle.

There are 1895 Chilean Mausers... an 1893 action
There are 1912-61 Chilean Mausers... an 1898 action

For 98 Mausers, I use a #46 Weaver in the front and a #45 Weaver in the rear.
I drill and tap 6-48 holes.

Those slots are for bolt clearance, and have to be there

You'd be better off to do as Clark suggested unless you just want a rail system

The rails give you more leeway in ring placement, but add extra weight, as well as spanning the breech opening
