Does anyone know what’s in the Washington State Bump-stock Ban?

Read on the news today that it passed the House and will pass the senate, but didn’t specify what the ban entails

The Washington House amended and passed a bill to ban trigger devices that allow semi-automatic rifles to fire more rapidly.

Section 2 appears to classify bump stocks as NFA items under state law. This is odd because there's no way to legally register them under federal law. Proposed amendments to regulate aftermarket triggers failed in committee.

(3) "Bump-fire stock" means a butt stock designed to be attached
to a semiautomatic firearm with the effect of increasing the rate of
fire achievable with the semiautomatic firearm to that of a fully
automatic firearm by using the energy from the recoil of the firearm
to generate reciprocating action that facilitates repeated activation
of the trigger.

of a felony other than a violation of RCW 9.41.190, to discharge a
firearm containing a bump-fire stock or to menace or threaten another
person with a firearm containing a bump-fire stock

Sec. 4. RCW 9.41.220 and 1994 sp.s. c 7 s 421 are each amended to read as follows:

All machine guns, bump-fire stocks, short-barreled shotguns, or
short-barreled rifles, or any part designed and intended solely and
exclusively for use in a machine gun, short-barreled shotgun, or
short-barreled rifle, or in converting a weapon into a machine gun,
short-barreled shotgun, or short-barreled rifle, illegally held or
illegally possessed are hereby declared to be contraband, and it
shall be the duty of all peace officers, and/or any officer or member
of the armed forces of the United States or the state of Washington,
to seize said machine gun, bump-fire stock, short-barreled shotgun,
or short-barreled rifle, or parts thereof, wherever and whenever
found.

Methinks this was done in anticipation of bump stocks being added to the NFA.
