Remmington model 12 does not always cock

Remmington model 12 pump , does not always cock when its pumped. Tried another hammer, it did not improve. I have to really pump it hard and fast to get the hammer to cock. What should I look at next? Maybe the bolt?

Sounds like the sear to me. Take it to a good smith.
